جب سے مصر کے واحد منتخب صدر پروفیسر ڈاکٹر محمد مرسی کی شہادت کی خبر ملی، تو دنیا میں ان کے آخری لمحات کی تفصیل کا انتظار تھا۔ الحمدللہ، شہید کی اہلیہ محترمہ نجلاء محمد مرسی سے فون پر گفتگو ہوئی، اور پھر ان کے صاحبزادے احمد محمد مرسی سے بھی رابطہ ہوا،وہ بتارہے تھے کہ:
’’ ہمیں والد صاحب کی وفات کے دس گھنٹے بعد جیل میں ان کی میت کے پاس لے جایا گیا اور چہرے پر پڑی چادر ہٹائی گئی، تو ہم سب کو ایک دھچکا لگا، اور چہرے پر شدید تناؤ، غصّے اور بیماری کے اثرات نمایاں تھے۔ ہم نے مغفرت کی دُعائیں کرتے ہوئے، وہاں بڑی تعداد میں موجود فوجی اور پولیس افسروں سے کہا کہ وہ تجہیز و تکفین کے لیے اہل خانہ کو ان کے ساتھ اکیلے چھوڑ دیں، جسے انھوںنے مان لیا۔ اس ربّ کی قسم! جس نے یہ کائنات پیدا کی جیسے ہی جنرل سیسی کے وہ گماشتے کمرے سے نکلے، ہم سب حیران رہ گئے کہ ابّو کے چہرے کے تاثرات تبدیل ہونا شروع ہوگئے۔ تناؤ کی بجاے سکون اور پیلاہٹ کے بجاے نور طاری ہونے لگا۔ یہ کوئی ابّو کی کرامت نہیں، اللہ کی طرف سے ہم سب کے لیے بشارت اور ڈھارس کا سامان تھا۔ گویا ابّو نے صرف اپنی حیات ہی میں ان جابروں کے سامنے جھکنے سے انکار نہیں کیا تھا، اپنی وفات کے بعد بھی وہ ان کے مظالم پر احتجاج کررہے تھے‘‘۔
’’گذشتہ تین برس سے قید میرے بھائی اسامہ محمد مرسی کو بھی تجہیز و تکفین اور جنازے میں شرکت کے لیے اسی اثناء میں اجازت دے دی گئی۔ ہم نے مل کر ابّو کو غسل دینا شروع کیا، ابّو کے چہرے پر اطمینان اور مسکراہٹ میں مسلسل اضافہ ہورہاتھا۔ ادھر ہم غسل و کفن دے کر فارغ ہوئے ادھر مؤذن نے فجر کی اذان بلند کی۔ یہ ہمارے لیے ایک اور بشارت تھی، کیونکہ ابّو نے جب سے ہوش سنبھالا تھا، انھوں نے کبھی فجر کی اذان گھر میں نہیںسنی تھی۔ وہ اذان فجر سے کافی پہلے مسجد چلے جاتے تھے۔ اب وہ گذشتہ چھے سال سے قید تنہائی میں تھے، تو وہاں بھی خود ہی اذان دیتے اور خود ہی اکیلے باآواز بلند نماز ادا کرتے تھے۔ ہم اہل خانہ نے جیل میں باجماعت نماز فجر ادا کی، پھر اکیلے ہی وہیں ان کی نماز جنازہ پڑھی او رسخت فوجی پہرے میں ان کی میت لے کر قبرستان روانہ ہوگئے‘‘۔
’’ابّو کی وصیت تھی کہ انھیں ان کے بزرگوں کے ساتھ مصر کے ضلع شرقی کے آبائی گاؤںمیں دفن کیا جائے، مگر جنرل سیسی نے اس وصیت پر عمل درآمد کی اجازت نہ دی اور قاہرہ کے مضافات میں واقع النصر شہر کے قبرستان میں تدفین کا حکم سنایا۔ یہاں اللہ نے ہمیں ایک اور بشارت سے نوازا۔ ہم نے انھیں الاخوان کے سابق مرشد عام محمد مہدی عاکف کے پہلو میں دفن کیا۔ ہم نے ابّو کو قبر میں لٹانے کے بعد آخری بار چہرہ دیکھا ،تو اب وہ بلا مبالغہ چودھویں کے چاند کی طرح دمک رہا تھا۔ ابّو کی تدفین کے لیے جیسے ہی مرحوم مرشد عام محمد مہدی عاکف کی قبر کھولی گئی تو اس دن کی آخری بشارت عطا ہوئی (واضح رہے کہ مصر میں قبریں زمین میں کھود کر نہیں، قبروں کے حجم کے چھوٹے کمرے بناکر اس کے کچے فرش پر میت سپرد خاک کر دی جاتی ہے اور دروازہ اینٹوں سے چُن دیا جاتا ہے)۔ دو سال قبل ابّو ہی کی طرح جیل میں بیماریوں اور حکمرانوں کی سفاکی کا شکار ہوکر جامِ شہادت نوش کرجانے والے مرشد عام کا جسد خاکی، دو سال بعد بھی بالکل اسی طرح تروتازہ اور کفن اسی طرح اُجلا اور سلامت تھا۔ ابّو کو ان سے خصوصی محبت تھی۔ ابّو سے ہماری آخری ملاقات گذشتہ سال ستمبر میں ہوئی تھی۔ صرف ۲۰منٹ کی اس ملاقات میں بھی انھوں نے سب سے پہلے مرحوم محمد مہدی عاکف صاحب کی صحت کے بارے میں دریافت کیا تھا۔ ہم نے جب انھیں بتایا کہ وہ تو تقریباً ایک سال قبل اللہ کو پیارے ہوگئے تھے، تو ابّو کو بہت دکھ ہوا۔ وہ ان کے لیے دُعائیں کرتے رہے اور پھر کہنے لگے ان شاء اللہ حوض نبی صلی اللہ علیہ وسلم پر اکٹھے ہوں گے۔ اب اللہ نے دونوں کو قبر میں بھی تاقیامت اکٹھا کردیا، ان شاء اللہ جنتوں میں بھی اکٹھے رہیں گے‘‘۔
مصر کے واحد منتخب صدر محمد مرسی کی وفات کے بعد ہر روز ان کی کوئی نہ کوئی نئی خوبی اور نیکی دنیا کے سامنے آرہی ہے۔ ان کی صاحبزادی شیما نے بھی ایک واقعہ لکھا ہے کہ: ’’صدر منتخب ہونے کے بعد وہ اپنے ملک اور اپنی قوم کی عزت و وقار کے بارے میں پہلے سے بھی زیادہ حساس ہوگئے تھے۔ ایک روز نماز جمعہ کے لیے جانے کی تیاری کررہے تھے۔ اچانک ان کے سیکریٹری کا فون آیا کہ: ’’امریکی صدر اوباما کے دفتر سے فون آرہاہے، وہ ابھی اسی وقت ۱۰منٹ کے لیے آپ سے بات کرنا چاہتے ہیں۔ اُن کے دفتر والے بتارہے ہیں کہ پھر اس کے بعد صدر اوباما کے پاس وقت نہیں ہوگا‘‘۔ صدر محمد مرسی نے کہا: ’’انھیں بتادیں کہ اس وقت میرا اپنے اللہ سے ملاقات کا وقت طے ہے، اس وقت بات نہیں ہوسکتی۔ اگر آج ان کے پاس وقت نہیں ہے، تو میں بھی فارغ ہوکر جب وقت ہوگا انھیں اطلاع کروادوں گا۔ انھیں یہ بھی بتادیں کہ یہ رابطہ ۱۰منٹ نہیں صرف پانچ منٹ کے لیے ہوسکے گا‘‘۔ اتنا کہہ کر ابّو نے فون بند کردیا۔ میں یہ سن کر اور ابّو کو دیکھ کر ہنس دی، تو وہ کہنے لگے کہ: ’’یہ لوگ ہمارے ساتھ غلاموں کی طرح کا سلوک کرتے ہیں۔ اب مصر کو ایک آزاد مسلم ملک کی طرح جینا سیکھنا ہوگا‘‘۔
ایک جانب وہ عالمی طاقت کے سربراہ کے سامنے اس قدر خوددار تھے، تو دوسری جانب اپنے بھائیوں اور عام مسلمانوں کے سامنے اتنے ہی منکسر المزاج۔ اُردن کے ایک شہری کا کہنا ہے کہ: ’’صدر محمد مرسی کی شہادت کے وقت میں جرمنی میں تھا۔ وہاں میں نے دیکھا کہ پھولوں کے ایک چھوٹے سے کھوکھے کے باہر ان کی تصویر آویزاں ہے۔ مجھے تعجب ہوا اور میں کھوکھے کے اندر چلا گیا۔ اندر دیکھا تو اس دکان والے نے صدر مرسی کے ساتھ اپنی کئی اور تصاویر لگائی ہوئی تھیں۔ میں نے تفصیل پوچھی تو اس نے بتایا کہ صدر مرسی جرمنی کی دورے پر آرہے تھے۔ میں نے آمد سے ایک روز قبل سفارت خانے فون کرکے بتایا کہ میں فلاں کھوکھے کا مالک بول رہا ہوں۔ مصر کا ایک مسیحی ہوں اور صدر مرسی سے ضروری بات کرنا چاہتا ہوں۔ سفارت خانے والوں نے میرا نمبر لے کر فون بند کردیا۔ اگلی صبح میں نے دکان کھولی تو اس وقت ششدر رہ گیا کہ صدر مرسی کسی پروٹوکول کے بغیر خود میرے کھوکھے کے باہر کھڑے تھے۔ مجھے لے کر ساتھ والے چائے خانے پر بیٹھ گئے اور پوچھا کہ کیوں یاد کیا تھا؟ میں نے کہا کہ سچی بات یہ ہے کہ آپ کی جیت کے بعد مصر کے قبطی مسیحیوں کے بارے میں تشویش بڑھ گئی ہے۔ کہنے لگے بیرون ملک مقیم ایک مسیحی بھائی کا پیغام ملنے پر میں خود حاضر ہوگیا ہوں تو بھلا مصر کی ۱۰فی صد مسیحی آبادی کے بارے میں کیسے تساہل برت سکتا ہوں؟ بس اس کے بعد سے صدر محمد مرسی میرے ہیرو ہیں‘‘۔
امریکا میں دورانِ تعلیم ان کے رہایشی علاقے میں رہنے والے ایک سعودی دوست نے بتایا کہ: ’’امریکی یونی ورسٹی سے پی ایچ ڈی کے بعد انھیں اسی یونی ورسٹی میں تدریس کی شان دار ملازمت مل گئی۔ دوران تعلیم اور پھر یونی ورسٹی کے پروفیسر بن جانے کے بعد بھی، وہ اپنی اہلیہ کے ہمراہ نماز فجر سے پہلے مسجد آجاتے تھے۔ میاں بیوی مل کر مسجد کے طہارت خانوں سمیت مسجد کی صفائی کرتے، نماز تہجد پڑھتے اور باجماعت نماز فجر کے بعد گھر واپس جاتے۔ کبھی یہ بھی ہوتا کہ مؤذن یا امام صاحب بروقت نہ پہنچ پاتے تو حافظ قرآن محمد مرسی ہی اذان یا امامت کے فرائض انجام دیتے‘‘۔
شہید صدر کو یہ تواضع اور انکساری اپنے والدین سے حاصل ہوئی تھی۔ تمام اہل قصبہ باہم محبت میں گندھے ہوئے تھے۔ ان کے والد صاحب کا نام محمد تھا۔ اس نام سے انھیں اتنی محبت تھی کہ انھوں نے سب سے بڑے بیٹے کا نام بھی محمد ہی رکھا۔ ان کے تمام ذاتی کاغذات میں اور صدر منتخب ہونے کے اعلان کے وقت بھی جب ان کا مکمل نام پکارا گیا، تو یہی تھا: محمد محمد مرسی عیسٰی العیاط۔
۱۹۹۵ء اور ۲۰۰۰ء میں ہونے والے انتخابات میں انھوں نے الاخوان المسلمون کی طرف سے حصہ لیا اور حسنی مبارک حکومت کی تمام تر دھاندلی کے باوجود رکن اسمبلی منتخب ہوئے۔ ۲۰۰۵ء کے انتخابات میں پھر حصہ لیا۔ انھیں تمام اُمیدواران میں سب سے زیادہ ووٹ حاصل ہوئے۔ ان کے اور دوسرے نمبر پر آنے والے اُمیدوار کے ووٹوں میں بہت واضح فرق تھا، لیکن حسنی مبارک انتظامیہ نے نتائج تسلیم کرنے کے بجاے، ان کے حلقے میں دوبارہ انتخاب کروادیے اور پھر ان کے بجاے ان سے ہارنے والے کو کامیاب قرار دے دیا گیا۔ دنیا کے بہترین پارلیمنٹیرین کا اعزاز پانے والے جناب محمد مرسی کا ’جرم‘ یہ تھا کہ گذشتہ دو اَدوار میں انھوں نے حکومتی وزرا کی کارکردگی اور ملک میں جاری کرپشن کا کڑا مؤاخذہ کیا تھا۔ انھوں نے ۲۰۰۴ء میں دیگر جماعتوں کے ساتھ مل کر ایک قومی پلیٹ فارم تشکیل دیا۔ جنوری ۲۰۱۱ میں جب مصری عوام کی بے مثال قربانیوں اور جدوجہد کے نتیجے میں حسنی مبارک کا ۳۰ سالہ دور ختم ہوا، تو ڈاکٹر محمد مرسی نے ملک کی ۴۰ دیگر سیاسی جماعتوں کو ساتھ ملاتے ہوئے ’جمہوری اتحاد براے مصر‘ تشکیل دینے میں اہم کردار ادا کیا۔ ۳۰ ؍اپریل ۲۰۱۱ء کو الاخوان المسلمون کی مجلس شوریٰ نے اپنی سیاسی جدوجہد کے لیے ’ آزادی اور انصاف پارٹی‘ کے نام سے الگ جماعت بنانے اور ڈاکٹر محمد مرسی کو اس کا سربراہ بنانے کا فیصلہ کیا۔ اس پارٹی نے تمام تر اندرونی و بیرونی سازشوں کے باوجود پارلیمانی انتخابات میں واضح کامیابی حاصل کی۔
ان کی دینی، سیاسی اور پارلیمانی صلاحیتوں کی طرح ان کی تعلیمی اور تدریسی صلاحیتوں کی شہرت بھی اتنی نمایاں تھی کہ جب ۱۹۸۵ء میں مصر واپس آکر الزقازیق یونی ورسٹی میں تدریس کی خدمات انجام دینے لگے، تو انھیں کئی عالمی یونی ورسٹیوں اور اداروں نے مشورے اور مختلف تحقیقی منصوبوں میں شرکت کے لیے مدعو کیا۔ خود ’ناسا‘ نے بھی مختلف تجربات میں انھیں شریک کیا۔
۳۰جون ۲۰۱۲ء سے ۳ جولائی ۲۰۱۳ء تک کے اپنے ایک سالہ دور اقتدار میں،صدر محمدمرسی کو اصل مقتدر قوتوں کی طرف سے شدید مزاحمت اور سازشوں کا سامنا کرنا پڑا۔ ملک میں اچانک گیس اور تیل کا بحران کھڑا کردیا گیا۔ یہ مصنوعی بحران پیدا کرنے کے لیے کئی بار یہ ہوا کہ تیل سپلائی کرنے والے ٹینکروں کو صحرا میں لے جا کر ان کا تیل بہا دیا گیا۔ گیس کے سلنڈر اور چینی بڑے بڑے گوداموں میں ذخیرہ کردی گئی۔ ایک غیر جانب دار تحقیقی ادارے کی جانب سے جاری کردہ اعداد و شمار کے مطابق ان کے دورِ اقتدار کے ایک سال کے دوران ان پر تین بار قاتلانہ حملوں کی سازشیں پکڑی گئیں۔ منظم مخالفانہ ابلاغی مہمات چلائی گئیں۔ پھر جب ان تمام سازشوں کے نتیجے میں مصری تاریخ کے اکلوتے منتخب صدر کا تختہ اُلٹ دیا گیا تو چند گھنٹوں میں لوڈشیڈنگ، گیس و پٹرول کی فراہمی سمیت سارے مسائل کسی جادوئی چھڑی سے حل ہونے لگے۔ چند نمایاں ممالک کی طرف سے بھی اربوں ڈالر اور مفت تیل کے عطیات کی بارش ہونے لگی۔ یہ الگ بات ہے کہ آج تک اربوں ڈالر وں کی جاری بارش کے باوجود مصر مسلسل تباہی اور ناقابلِ بیان اقتصادی بدحالی کا شکار ہے۔
صدر محمد مرسی نے اپنے ایک سالہ دور میں کرپشن، قومی خزانے سے لوٹ مار اور ظلم و جبر کے خاتمے اور بنیادی انسانی حقوق کے تحفظ کے لیے وہ بنیادی اقدام اُٹھائے تھے کہ اگر وہ اپنا عہدصدارت مکمل کرلیتے تو مصر اس وقت یقینا ایک جبر و استبداد اور تباہی و بدحالی کی علامت بن جانے کے بجاے آزادی و خوش حالی کی راہ پر گامزن ہوچکا ہوتا۔ یہی ان کا بنیادی جرم تھا۔ لیکن ان کا اصل اور سنگین جرم یہ تھا کہ وہ پڑوس میں واقع سرزمین قبلۂ اول پر صہیونی قبضہ کسی صورت تسلیم کرنے والے نہیں تھے۔ اسرائیلی وزیراعظم نیتن یاہو کا وہ ویڈیو کلپ آپ آج بھی سن سکتے ہیں، جس میں وہ کہہ رہے ہیں کہ: ’’ہم نے صدر مرسی سے رابطہ کرکے معاملات طے کرنے کی کوشش کی تھی، لیکن انھوں نے ہماری بات ماننے سے انکار کردیا۔ پھر ہم نے ’مصری دوستوں‘ کے ساتھ مل کر ان کا تختہ اُلٹ دیا‘‘۔
صدر محمد مرسی نے اپنے ایک سالہ دور اقتدار ہی میں ملک کو وہ دستور دیا، جس کی تیاری میں بلامبالغہ ملک کے تمام نمایندوں کو شریک کیا گیا۔ ۱۰۰رکنی دستوری کونسل نے ایک ایک شق پر باقاعدہ ووٹنگ کرواتے ہوئے ۲۳۶شقوں پر مشتمل دستوری مسودہ تیار کیا۔ اصل مقتدر قوتوں کی سرپرستی میں اس کے خلاف بھی طوفان کھڑا کردیا گیا۔ سپریم دستوری عدالت نے نومنتخب قومی اسمبلی صدارتی انتخاب سے چند گھنٹے قبل تحلیل کردی۔ اب سازش یہ تھی کہ نہ صرف نومنتخب سینیٹ بھی توڑ دی جائے، بلکہ صدر کا انتخاب بھی چیلنج کرتے ہوئے ملک و قوم کی سب قربانیاں خاک میں ملادی جائیں۔ اس موقعے پر مجبور ہوکر صدر نے ایک چار نکاتی آرڈی ننس جاری کیا، جس کے اہم ترین نکات دو تھے۔ عوامی ریفرنڈم کے ذریعے دستور کی منظوری تک سینیٹ کو نہیں توڑا جاسکتا اور دستور منظور ہونے تک صدر کے کسی فیصلے کو عدالت میں چیلنج نہیں کیا جاسکتا۔ بس اسی آرڈی ننس کو آج تک بعض لوگ صدر مرسی اور اخوان کی فرعونیت کا الزام لگاتے ہوئے جھوٹے پروپیگنڈے کا پرچار کرتے رہتے ہیں۔ حالانکہ صدر نے دستوری کونسل کو یہ اختیار دیا تھا کہ وہ ان کی عدم موجودگی میں اس آرڈی ننس کاجائزہ لے کر جو بھی فیصلہ کرے گی، انھیںمنظور ہوگا۔ کونسل نے آرڈی ننس منسوخ کرنے کی سفارش کی تو صدر نے آرڈی ننس منسوخ کردیاتھا۔
شہید صدر کی اہلیہ نے درست کہا کہ بظاہر صدر محمد مرسی کو چھے سال قید تنہائی اور مظالم کا نشانہ بنایا گیا ہے، لیکن عملاً انھوںنے سات سال یہ ظلم و ستم برداشت کیا۔ صدارت کا ایک سال بھی درحقیقت قید ہی کا ایک سال تھا۔
المیہ یہ ہے کہ مصر کو خاک و خون میں نہلادینے اور ناکامی و نامرادی کی بدترین مثال بنادینے والے حکمران اس موقعے پر بھی شہید صدر پر اعتراضات کا وہی راگ الاپ رہے ہیں۔ میرے سامنے اس وقت مصری وزیر اوقاف کی طرف سے مساجد کے تمام ائمہ و خطبا کے نام جاری حکم نامے کی کاپی پڑی ہے۔ حکم یہ جاری کیا گیا ہے کہ: ’’خطبۂ جمعہ میں سابق صدر محمدمرسی کے جرائم پر تفصیل سے بات کی جائے، اور بلند آواز میں ان کے لیے بددُعائیں کی جائیں، تاکہ اس پر اللہ کا عذاب نازل ہو‘‘۔ تمام عمر قرآن کے زیر سایہ گزارنے والا صدر محمد مرسی تو اب ان ظالموں کے ہرستم سے آزاد و بالاتر ہوگیا لیکن یہ حکم نامہ خود ان ظالم حکمرانوں اور ان کے بدقسمت دلالوں کا قبیح چہرہ بے نقاب کررہا ہے۔
مصری عوام کو صدر محمد مرسی کی نماز جنازہ کی اجازت نہیں دی گئی،لیکن وہ شاید تاریخ حاضر کی اکلوتی شخصیت ہیں کہ دنیا بھر میں لاکھوں نہیں کروڑوں اہل ایمان نے جن کی غائبانہ نمازِ جنازہ سب سے زیادہ مرتبہ ادا کی۔ بددُعاؤں کا سرکلر جاری کرنے والے وزیر اور اس کے روسیاہ آقا جنرل سیسی کو شاید یاد نہیں رہا کہ دُعا اور بددُعا کا تعلق سرکلر سے نہیں، دلوں سے ہوتا ہے اور آج اللہ نے دنیا بھر میں اپنے شہید بندے کے لیے محبت و احترام کی ہوائیں چلا دی ہیں۔ یہی اس کا وعدہ بھی ہے: اِنَّ الَّذِيْنَ اٰمَنُوْا وَعَمِلُوا الصّٰلِحٰتِ سَيَجْعَلُ لَہُمُ الرَّحْمٰنُ وُدًّا (مریم۱۹: ۹۶) ’’یقینا جو لوگ ایمان لے آئے ہیں اور عمل صالح کررہے ہیں عنقریب رحمٰن ان کے لیے دلوں میں محبت پیدا کردے گا‘‘۔
ایک اہم اور تلخ ترین حقیقت یہ بھی ہے کہ مظلوم صدر محمد مرسی تو اپنی نیکیوں اور خطاؤں سمیت اللہ کے حضور پہنچ گئے۔ اب وہ ہر طرح کے ظلم و ستم سے بھی نجات پاگئے، لیکن اس لمحے بھی مصر کی جیلوں میں ۶۰ہزار سے زائد بے گناہ قدسی نفوس گذشتہ چھے سال سے بدترین مظالم کی چکی میں پس رہے ہیں۔ ان میں ہزاروں کی تعداد میںعالمی جامعات سے فارغ التحصیل اعلیٰ تعلیم یافتہ اور حفاظ کرام بھی شامل ہیں۔ ان میں بوڑھے بھی ہیں اور خواتین بھی۔ اب تک ان میں سے ۹۰۰کے قریب قیدی تشدد اور مظالم کی وجہ سے شہید ہوچکے ہیں۔ یہ ۶۰ہزار فرشتہ سیرت انسان عالمی ضمیر کے منہ پر مصری آمر کی جانب سے ایک طمانچہ ہیں۔ کیا حقوق انسانی، توہین رسالت تک کی اجازت چاہنے کے لیے آزادیِ راے کی دہائیاں دینے والے عالمی ادارے، اس پر بھی زبان کھولیں گے؟
